Chapter I General Provisions

Article 1 In order to strengthen the normalization, professionalization and professional construction of the national comprehensive fire rescue team, enhance the sense of responsibility, honor and organizational discipline of the fire rescue team, which is conducive to the command, management and performance of the national comprehensive fire rescue team Duties, in accordance with the Constitution, make these regulations.

Article 2. The national comprehensive fire rescue team implements the fire rescue rank system.

Fire rescue titles are awarded to incumbent fire rescue teams who are included in the national administrative establishment and under the unified leadership of the emergency management department of the State Council.

Article 3 Fire rescue titles are titles and signs that indicate the identity of fire rescue workers, distinguish the ranks of fire rescue workers, and are the basis for the state's honor and corresponding treatment given to fire rescue workers.

Article 4 Personnel with a high level of fire rescue shall be superior to those with a low level of fire rescue. When a person with a high level of fire rescue ranks in a position that belongs to a person with a low level of fire rescue rank, the person holding the leadership position or having a high leadership position is the superior.

Article 5 The emergency management department of the State Council is in charge of the work of fire rescue ranks.

 

Chapter II Setting of Fire and Rescue Ranks

Article 6 Fire protection and rescue ranks shall be set for management commanders, professional and technical personnel, and firefighters.

Article 7 The management and command personnel's fire rescue ranks include the following third, eleven levels:

(1) Director, Deputy Director, Assistant Director;

(2) Commander: senior commander, first-level commander, second-level commander, and third-level commander;

(3) Commander: First-level commander, second-level commander, third-level commander, and fourth-level commander.

Article 8 Professional and technical personnel shall have the following second-level and eight-level fire rescue ranks, and shall be titled "professional technology" before the fire rescue ranks:

(1) Commander: senior commander, first commander, second commander, and third commander;

(2) Commander: First-level commander, second-level commander, third-level commander, and fourth-level commander.

Article 9 The fire rescue ranks for firefighters are set at the following third and eighth levels:

(1) Senior firefighters: first-level fire chief, second-level fire chief, and third-level fire chief;

(2) Intermediate firefighters: first-level firefighters and second-level firefighters;

(3) Junior firefighters: Level 3 firefighters, level 4 firefighters, and reserve firefighters.

 

Chapter III Establishment of Fire and Rescue Ranks

Article 10 Management command personnel compile fire rescue ranks according to the following job levels:

(1) The post of the emergency management department of the State Council: Director;

(2) The leading post of the fire rescue team of the State Council's emergency management department and the leading command of the forest fire team: Deputy Director;

(3) Leading and commanding agency of the fire rescue team of the emergency management department of the State Council, and deputy director and commanding agency of the forest fire fighting team: Assistant director;

(4) Team-level full-time post: senior commander;

(5) Deputy rank at the rank of commander: first-level commander;

(6) Detachment-level post: second-level commander;

(7) Deputy post at the detachment level: commander at the third level;

(8) Team-level full-time position: first-level commander;

(9) Team-level deputy: second-level commander;

(10) Station (squadron) level full-time post: Level 3 commander;

(11) Station (squadron) level deputy post: Level 4 commander.

Article 11 Professional and technical personnel compile fire rescue ranks according to the following job levels:

(1) Senior professional and technical positions: senior commander to third-level commander;

(2) Intermediate professional and technical positions: First-level commander to second-level commander;

(3) Junior professional and technical positions: commanders of three levels to four commanders.

Article 12 Firefighters shall compile fire rescue titles according to the following working years:

(1) Those who have worked for twenty-four years: First-level fire chiefs;

(2) Those who have worked for twenty years: the second-level fire chief;

(3) Those who have worked for sixteen years: the third-level fire chief;

(4) Those who have worked for twelve years: first-level firefighters;

(5) Those who have worked for eight years: Class II firefighters;

(6) Those who have worked for five years: Class III firefighters;

(7) Those who have worked for two years or more: Level 4 firefighters;

(8) Those who have worked for less than two years: prepare firefighters.

 

Chapter IV First Grant of Fire and Rescue Title

Article 13 The title of fire rescue is granted on the basis of the current position, moral performance, academic degree, length of service and working life of fire rescue personnel.

Article 14 For the first time, management commanders and professional and technical personnel shall be granted fire protection and rescue titles for the first time in accordance with the following provisions:

(1) Recruitment from graduates of ordinary colleges and universities, who have obtained a college degree or a bachelor's degree, will be awarded the rank of commander in fire rescue; graduate students who have obtained a master's degree will be awarded the rank of commander in fire rescue; , Awarded the rank of commander fire rescue;

(2) Where a firefighter is selected and appointed as a management commander, professional technician, the corresponding fire rescue rank shall be granted in accordance with the level of appointment;

(3) Those who are transferred from a state agency or other rescue teams, or recruited from qualified social personnel, shall be granted corresponding fire rescue ranks in accordance with the positions they have appointed.

Article 15 Newly appointed firefighters shall be granted fire rescue titles for the first time in accordance with the following provisions:

(1) Recruitment of firefighters who are recruited from high school graduates, regular college students or graduates;

(2) If recruited from retired soldiers, their service life is counted as working hours, and corresponding fire rescue titles are granted in accordance with the provisions of Article 12 of these regulations;

(3) If recruited from other rescue teams or social personnel with professional skills, according to their relevant professional working hours, the corresponding fire rescue rank shall be granted in accordance with the equivalent conditions of the national comprehensive fire rescue team.

Article 16 For the first time, the fire rescue titles granted to management commanders and professional and technical personnel shall be approved in accordance with the following authority:

(1) Awarded to the director, deputy director and assistant director, approved by the Premier of the State Council;

(2) Awarded to senior commander, first-level commander, and second-level commander, and approved by the head of the emergency management department of the State Council;

(3) The commander and commander at the third level shall be awarded to the emergency management department of the people ’s government of the province, autonomous region, or municipality directly under the Central Government for approval after being approved by the emergency management department of the general unit. Approved by the official leadership of the institution;

(4) The second-level commander, the third-level commander, and the fourth-level commander shall be granted and approved by the head of the headquarter unit.

Article 17 The first time a firefighter is awarded a fire rescue title, it shall be approved in accordance with the following authority:

(1) Awarded to the first-level fire chief, second-level fire chief, and third-level fire chief, and approved by the head of the fire rescue team of the State Council's emergency management department and the head of the forest fire team;

(2) The first-level firefighters, second-level firefighters, third-level firefighters, fourth-level firefighters, and reserve firefighters shall be granted for approval by the head of the headquarter unit.

 

Chapter V Promotion of Fire and Rescue Ranks

Article 18 The fire rescue ranks are generally promoted level by level according to the adjustment of job levels or working years.

Fire-fighting rescue personnel who have been promoted to the next higher rank of fire-fighting rescue should be competent for their job, abide by disciplines and laws, be honest and honest, and have a decent work style.

Only after the fire rescue personnel are qualified can they be promoted to the next level of fire rescue.

Article 19 The promotion of firefighting and rescue ranks of management commanders and professional and technical personnel is generally consistent with the promotion of their job ranks.

The promotion of firemen's fire rescue ranks shall be implemented in accordance with the provisions of Article 12 of these regulations. Firefighters who have passed the unified entrance examination for general colleges and universities across the country and obtained a full-time college degree or higher have been promoted to the fire rescue rank. The time spent studying in general colleges and universities in accordance with the prescribed academic system is considered as working time, but not counted as working age.

Article 20 The promotion and promotion of firefighting and rescue ranks of management commanders and professional and technical personnel shall be approved in accordance with the following authority:

(1) promotion to director, deputy director and assistant director, approved by the Premier of the State Council;

(2) promoted to senior commander and first-level commander, approved by the official leader of the emergency management department of the State Council;

(3) Promoted to the second-level commander and approved by the emergency management department of the people ’s government of the province, autonomous region, or municipality directly under the central government for approval by the head of the unit at the headquarter level. ;

(4) Promoted to the third-level commander and first-level commander, which is approved by the head of the unit at the headquarter level;

(5) Promotion to second-level commander and third-level commander shall be approved by the head of the detachment-level unit.

Article 21 The promotion of firemen's fire rescue ranks shall be approved in accordance with the following authority:

(1) Promoted to the rank of first-level fire chief, second-level fire chief, and third-level fire chief, which is approved by the leading commander of the fire rescue team of the State Council's emergency management department and the head of the forest fire control team;

(2) Promotion to the rank of first-level firefighters and second-level firefighters shall be approved by the head of the head office unit;

(3) Promotion to third-level firefighters and fourth-level firefighters is approved by the head of the detachment-level unit.

Article 22 If a fire rescuer has made a significant contribution to the fire rescue work and his moral performance is outstanding, his fire rescue rank may be promoted in advance.

 

Chapter VI Reservation, Downgrade and Cancellation of Fire and Rescue Titles

Article 23 After the fire rescue personnel retire, their fire rescue titles shall be retained.

If a fire rescuer quits the fire rescue team according to state regulations, or is relocated, resigned, or dismissed, his fire rescue title will not be retained.

Article 24 If a fire rescue worker is reassigned to a lower rank due to incompetence, the fire rescue rank shall be adjusted to the corresponding rank, and the approval authority for the adjustment shall be the same as that of the original rank.

Article 25 If a fire rescue worker is subject to relegation or dismissal, the fire rescue rank shall be lowered accordingly, and the approval authority for relegation shall be the same as that of the original rank.

Fire rescue rank relegation does not apply to Level 4 commanders and reserve firefighters.

Article 26. Firefighting and rescue personnel who have been fired and who have been sentenced to deprivation of political rights or sentenced to fixed-term imprisonment or more for crimes shall have their firefighting titles removed accordingly.

If a fire rescuer commits a crime after retirement, the provisions of the preceding paragraph shall apply.

 

Chapter VII Supplementary Provisions

Article 27 The style and wearing method of fire rescue title signs shall be formulated by the State Council.

Article 28 These Regulations shall become effective on October 27, 2018.
